INTENTION  TO  NOMINATE ELION ENTERPRISES LTD  A  SMP



On   August 25th, Estonian National Communications  Board

announced  its intention  to  pronounce Elion Enterprises

Ltd  to a company  with significant market power for  the

year  2004   in  the  public  telephone  service  market,

public    leased    line  service  market,   and   public

interconnection service market.



Elion  Enterprises Ltd had also been declared  for  2001,

2002  and  2003 as an  operator  with significant  market

power   in  the  public telephone service market,  public

leased  line  service market, and public  interconnection

service market.



In    its    forecasts,  Elion Enterprises Ltd   reckoned

with   the Communications Board declaring the business as

an   operator with significant market power in the  three

markets for 2004.
