Riga  Stock  Exchange  Management  Board on its meeting of July 6, 2004

resolved to reprimand "Lokomotīve" for the delay in disclosing material

information.

Referring   to   comments   by   the  financial  director  of  the  JSC

"Lokomotīve",  on  July  2,  2004,  newspaper "Dienas biness" published

information  on JSC "Lokomotīve" shareholder's - JSC "Spacecom" - plans

to  invest  in  the  company,  as  it is stated in the Letter of Intent

signed  between  the  companies. This information should be regarded as

material,   therefore  in  compliance  with  the  Riga  Stock  Exchange

Financial  Instrument  Listing  Rules, JSC "Lokomotīve" was supposed to

disclose  this  information  to  the Riga Stock Exchange simultaneously

with release to mass media, but the company failed to provide it.

The   Riga   Stock  Exchange  requested  to  disclose  the  information

immediately.  JSC  "Lokomotīve"  provided requested information only on

July 5, 2004, and information was incomplete.

In  compliance  with  the  Item  9.33.11.  of  the  Riga Stock Exchange

Financial  Instrument  Listing  Rules,  the  issuer  may  provide  only

well-founded  estimates.  JSC  "Lokomotīve" must provide the Riga Stock

Exchange  substantiation  for the information about investments planned

by JSC "Spacecom" by July 7, 2004.
