RSE  Management  Board on its meeting of September 22, 2004 resolved to

issue  a warning to JSC "Daugavpils lokomotīvju remonta rūpnīca" due to

its failure to disclose information in a timely manner.



Information  was  published  in  the  newspaper   "Dienas  Bizness"  on

September  21,  2004  with  regard  to  "Daugavpils lokomotīvju remonta

rūpnīca"   (DLRR)  intentions  to  reorganize  the  company,  including

reducing  the  number  of  employees.  The Company, pursuant to Listing

Rules,  was  supposed  to  provide  the  same  information  to  the RSE

simultaneously with its release to mass media, however, the company, by

the  end  of  business day of September 21, 2004, still fails to do so,

despite  the  repeated requests by the RSE. Also, on September 21, 2004

news  agency BNS distributed information about DLRR forecasts regarding

expected losses in 2004 and expected profits in 2005. This information,

too,  had  to be provided to the RSE simultaneously with its release to

mass media, and was supposed to be accompanied with the grounds for the

forecasts.



The  company  has  still  not  notified  the RSE on registration of the

change of the company name at the Commercial Register.



Considering the above, in addition, RSE Management Board on its meeting

of September 22, 2004 resolved :



1.        to  request  that  DLRR  provide  to  the RSE information (in

electronic  form)  about forecasts, together with the grounds for them,

as  well as the information about the intended reorganization, by 14:00

of September 22, 2004;

2.         in  case  of  failure  on  behalf of the company to disclose

complete information by the deadline, RSE Management Board will resolve

on suspending the trading with DLRR shares.



Simultaneously,  the  RSE  requests  that  in  future DLRR refrain from

repeatedly creating a similar situation.
