STARMAN BRINGS DIGITAL TELEVISION TO THE MARKET IN TALLINN AND HARJU COUNTY

On Tuesday, the leading Estonian cable TV company, Starman, starts offering
digital television in its coverage area in Tallinn and Harju County.
Approximately 400,000 TV viewers in Estonia will gain the opportunity of
switching from analogue television to digital broadcasting.

AS Starman has invested a total of 10 million kroons into technology required
for bringing digital television to the market, the company announced.

Starman's digital TV is available starting from Tuesday to viewers living in the
company's coverage area in Tallinn and Harju County, a figure which amounts to
approximately 30% of Estonian TV viewers. Elsewhere in Estonia, Starman hopes to
create the technical readiness for it to be able to offer digital television
during 2006.

According to Starman's Managing Director, Mr Peeter Kern, it is an important step
in the development of the sphere of Estonian television. "The transition from
analogue television to digital television - a platform that is more advanced and
offers many more opportunities for development - is going on all over the world.
For example, in Great Britain, a leading country in this field, around 60% of TV
viewers view digital broadcasts. We forecast that in the the future it will
also become dominant in Estonia," Kern said.

Starman's digital television package contains a total of 70 channels and will
cost 129 kroons a month. A digital triple-play with a 2 Mbps Internet
connection and a fixed telephone connection will cost 429 kroons a month. In
addition to the monthly rate, a rental rate for the digital set-top-box required
for watching digital TV will be added, which in the case of the most simple
appliance is 29 kroons a month.

The merits of digital TV in comparison with analogue TV are better picture and
sound quality, the opportunity of making available hundreds of channels, and the
possibility of implementing a large number of additional functions.

Starman digital TV products are accompanied by an electronic TV guide (EPG), which
gives the viewer the chance of managing television programmes and channels more
conveniently, and delivers 5.1 sound that is similar to home cinema systems.
