DISPUTE OF THE COMMUNICATION BOARD DIRECTIVE

AS EMT Contested It Being Declared an Undertaking with
Significant Market Power

AS EMT (EMT) filed an administrative appeal with the
Tallinn Administrative Court to have the Directive of the
Communications Board of 26.11.2001 Declaring of Companies
in Public Service Telecommunications Markets as Undertakings
with Significant Market Power declared invalid in the part
regarding EMT.

Along with the administrative appeal, EMT also applied for
suspending the performance of the Directive. The Administrative
Court satisfied the application by its ruling of 18.01.2002
as it considered EMT's application to be grounded.

EMT decided to contest the Directive in court, because it
found that the Directive was not in conformity with law.

AS EMT is a fully-owned subsidiary of AS Eesti Telekom.
