ETC SUBMITTED BANKRUPTCY WARNING

AS Eesti Telefon, a fully owned subsidiary of AS Eesti
Telekom, gave a bankruptcy warning against AS Uninet, a
telecommunications company, due to a debt amounting to
approximately 1.7 million Estonian kroons (about 109,000
euros).

The debt of AS Uninet to AS Eesti Telefon has arisen due to
Uninet’s unwillingness to pay for the interconnection
service since April 2001.

Today, on 17 April, AS Eesti Telefon received an unfounded
bankruptcy warning from AS Uninet amounting to 234,395.33
kroons (over 15,000 euros).

AS Uninet claims payment from Eesti Telefon for the calls
made to the service number 1184 in the Uninet network.
According to Eesti Telefon there is no agreement with Uninet
concerning the short number 1184 services. On 5 December
2001, Uninet filed a complaint against Eesti Telefon to the
Communications Board concerning the special tariff claim for
number 1184, but the Communications Board dismissed the
complaint. Thus, Eesti Telefon considers Uninet's debt claim
and the bankruptcy warning as absolutely unfounded.
