As  resolved  by the Meeting of Participants of LatRosTrans, Ltd., that

is  a daughter company of Ventspils Nafta, JSC, on 28 April 2004 and as

previously   suggested   by   one   of   the   Participants  -  AAS  AK

Transņefteprodukt,  some  of  the  Members  of the Council representing

Transņefteprodukt were replaced.

The  following  persons  were  appointed  as  Members of the Council of

LatRosTrans, Ltd. on 28/4/2004 :

Viktors Ligalovs (appointed as the Co-Chairman of the Council),

Iļduss Išmuhametovs.

Recalled:

Valērijs  Vorobjovs  (recalled  from his post of the Co-Chairman of the

Council),

Sergejs Makarovs.
