JSC  "Rigas  Komercbanka"  shareholders general meeting on the February

18,1999

decided:

1.  To  support  JSC  "Rigas  Komercbanka"  further  efforts  to secure

position  of  the  bank,  to promote involvement of strategic investor,

increase of share capital and restructurization.

2.  Management  and  Supervisory board has to prepare rules for the 7th

closed  share  issue  and  submit  it  to the next shareholders general

meeting.

3.  To  release  Supervisory  Board members Sarlote Rū (Charlotte Ruhe)

from  the  Supervisory  Board  and  elect Silviju Gansser-Potti (Sylvia

Gansser-Potts) as a new member.

Share capital was represented in the amount of LVL 6 981 595 (59,38%).
